This overlay has 3 parts:
The IC to know their staging and operations OIC/ requesting resources (are they tankers/stump jumpers/etc.)
A staging OIC hand held board that keeps track of the arriving units, manpower, water capacity, times on scene and when put to work
Operations OIC hand held board that helps keep track of where units are sent and what approximate quadrant or sector they are working in
